TAXISnet Opens for 2025 Returns as Cyprus Raises Late-Filing Fines

Income declarations for employees, pensioners and the self-employed earning over €19,500 must be filed and paid by 31 October.

The Personal Income Declaration (without accounts) for the 2025 tax year is expected to go live on the TAXISnet system by the end of this week, marking the start of the filing process.

Tax Commissioner Sotiris Markides told the Cyprus News Agency that under a decree (K.D.P. 260/2026) issued following a decision of the Council of Ministers, 31 October 2026 has been set as the deadline for both submitting the declaration and paying any taxes and contributions owed. Until that date, outstanding amounts can be settled without interest or penalties.

Who must file

Employees, pensioners and self-employed people whose gross income for 2025 exceeded €19,500 are required to submit a Personal Income Declaration for the tax year.

Due to the continued broadening of the tax base, the number of declarations filed this year is expected to be slightly higher than the 337,400 finalised for 2024.

Higher fines for late filing

As part of the new tax reform, and with the aim of strengthening tax compliance, penalties for late submission have been tightened. The fine for late filing rises to €150, up from €100 in previous years.

Automated and pre-filled fields

All the automated features designed to make filing easier for taxpayers have been retained for the 2025 declaration.

For pensioners, entering identifying details (ID number, date of birth and gender) will automatically populate the pension amount and deductions, including tax and Gesy contributions, based on data from the Treasury and Social Insurance Services.

For self-employed people, the same details allow the system to retrieve and automatically fill in Social Insurance and Gesy contributions.

Pre-filled information will also include employer details (tax identification number and company name) and information from insurance companies based on the previous year's declaration.

The system will automatically calculate final amounts in the "Tax Calculation" section, covering income tax, Gesy and the special contribution for defence.

Final submission required

The Tax Commissioner urged taxpayers to ensure their declaration is submitted as final. Any declaration left in "provisional receipt" status is considered pending and is not regarded as having been received by the department.

Once a declaration has been finally submitted, any amount owed will appear on the tax portal and must be paid electronically by 31 October 2026.
