Ukraine and Russia traded new accusations over attacks on civilians on Monday as both sides intensified their use of drones in the conflict.
Ukrainian Foreign Minister Andrii Sybiha accused Russia of committing a war crime after footage emerged showing what appeared to be a Russian drone pursuing and injuring a street vendor in Kherson.
According to Ukrainian police, the drone chased the 52-year-old man around the van he used for his business before exploding. The man survived but suffered shrapnel injuries and shock.
Reuters verified the location of the incident using satellite imagery but said it could not independently determine the exact date the footage was recorded.
Mr Sybiha described the attack as a deliberate act of intimidation against civilians and called for increased international support for Ukraine's defence.
"This barbaric Russian war crime requires international condemnation and justice," he said.
Ukraine's Human Rights Commissioner, Dmytro Lubinets, accused Russian forces of "hunting civilians".
Kherson, which had a pre-war population of about 280,000, was occupied by Russian forces from March to November 2022 before being retaken by Ukraine. Russian forces remain on the opposite bank of the Dnipro River and continue to strike the city almost daily, primarily with drones.
Strike on the 'Russian Amazon'
Meanwhile, at least five people were killed and 10 injured in a Ukrainian drone attack on a warehouse near Moscow.
Regional Governor Andrei Vorobyov said the target was an industrial facility in Novoselki, around 69 kilometres south of the Kremlin, where a fire broke out following the strike.
Ukrainian media reported that the warehouse was linked to Wildberries, Russia's largest e-commerce platform, often described as the "Russian Amazon".
Facilities belonging to Wildberries have been hit repeatedly in recent weeks, with Ukraine alleging that they are being used to supply the Russian military, a claim Moscow strongly denies.
The company confirmed that another facility in St Petersburg was also hit the same night, while warehouses in the St Petersburg and Tver regions were also affected.
Russia's Defence Ministry said it intercepted and destroyed a total of 320 Ukrainian drones overnight.
Civilian casualties in Mykolaiv and Sumy
Fresh Russian strikes elsewhere in Ukraine killed at least four civilians, according to Ukrainian officials.
In Mykolaiv, on the Black Sea coast, an 89-year-old woman was killed and seven people were injured, including girls aged two and 12.
In the Sumy region, a Russian strike on a residential area killed a woman and two girls aged five and 10, while four other people were injured.
Two additional injuries were reported in Bilhorod-Dnistrovskyi.
In Dnipro, a Russian bombardment triggered a fire at a food warehouse.
Moscow levels its own accusations
Russia, for its part, accused Ukraine of terrorism following the deaths of seven people, including three children, at a Black Sea resort.
Moscow said the fatalities were caused by a deliberate Ukrainian drone strike targeting civilians.
Both Russia and Ukraine deny deliberately targeting civilians in the war, which began with Russia's full-scale invasion of Ukraine in February 2022.
