The European Commission said on Monday that ChatGPT, Reddit and Roblox must comply with additional obligations under the Digital Services Act (DSA). The decision follows their designation as very large online services after each reported reaching at least 45 million average monthly users in the EU.
Four-month compliance deadline
ChatGPT has been designated as a very large online search engine (VLOSE), while Reddit and Roblox have been classified as very large online platforms (VLOPs).
The companies have four months from the notification of the decisions, until the end of November 2026, to meet the new requirements.
These include assessing and mitigating systemic risks arising from their services and algorithmic systems, particularly those linked to:
- The spread of illegal content
- Harmful effects on minors
- Users’ physical and mental wellbeing
- Fundamental rights
- Electoral processes
- Public safety
Commission gains wider investigative powers
The designations give the European Commission broader powers to investigate how the services and their related systems operate.
Compliance will be supervised by the Commission in cooperation with Ireland’s digital services coordinator, Coimisiún na Meán, for ChatGPT and Reddit, and the Netherlands Authority for Consumers and Markets (ACM) for Roblox.
ChatGPT and Reddit are established in Ireland, while Roblox is established in the Netherlands.
Supervision and enforcement of the DSA are shared between the European Commission and national digital services coordinators, which are responsible for implementing and monitoring the regulation in EU member states.
Why the services qualify
According to the Commission, ChatGPT is an artificial intelligence system that interacts with users and responds to their questions, including through internet searches.
This makes it a hybrid service that meets the conditions for classification as a search engine under the DSA.
Reddit is described as a discussion platform where users can create, share and interact with content within themed communities. Roblox is an immersive gaming and content-creation platform where users can develop, publish and play games created by others.
As both services allow third-party content to be shared publicly, they meet the criteria for classification as online platforms.
Number of designated services rises to 28
ChatGPT, Reddit and Roblox were already subject to the DSA’s general obligations for online platforms and search engines.
Following the latest designations, the total number of very large online platforms and search engines classified by the Commission under the DSA has risen to 28.
