Professional farmers will be able to apply during the first two weeks of November 2026 for two emergency schemes covering part of the increased cost of coloured agricultural fuel and fertilisers. The schemes, announced by the Ministry of Agriculture, Rural Development and Environment in cooperation with the Cyprus Agricultural Payments Organisation (CAPO), are fully funded by the European Union.

Legal framework

Both schemes are implemented under Commission Implementing Regulation (EU) 2026/1894 of 27 July 2026 and a Cabinet decision dated 16 September 2026, entitled “Payment of emergency aid to farmers to address the effects of the crisis in the Middle East, through the Common Market Organisation”.

Coloured fuel scheme: how much farmers can receive

The support will cover part of the cost of purchasing coloured fuel, based on the delivery booklet for fuel received from 1 April to 31 October 2026.

The aid is 100% EU-funded and will not exceed €0.126 per litre. The maximum amount per beneficiary is €5,000.

Coloured fuel scheme: who is eligible

Eligible beneficiaries are natural and legal persons, including cooperatives, who are professional farmers registered in categories 2, 4, 6, 7, 8, 11, 13, 16, 17, 24, 25, 26 and 27 of the Register of Farmers and Agricultural Holdings.

They must also be registered in CAPO’s Applicant Register and hold a permit to use coloured fuel issued by the Department of Customs. Applications must be submitted by the deadline, together with a copy of the delivery booklet.

Fertiliser scheme: how much farmers can receive

The second scheme covers part of the cost of purchasing fertilisers, based on invoices. The aid will not exceed 15% of the final invoice value, excluding VAT, and applies to eligible fertilisers purchased from 1 June to 31 October 2026.

The aid is 100% EU-funded, with a total budget of €701,200. The maximum amount per beneficiary is €5,000 and the minimum is €100.

Fertiliser scheme: who is eligible

Eligible beneficiaries are natural and legal persons, including cooperatives, who are professional farmers registered in the same categories of the Register of Farmers and Agricultural Holdings by the application deadline, in accordance with the Law on the Establishment of a Register of Farmers and Agricultural Holdings (Law 26(I)/2016).

They must be registered in CAPO’s Applicant Register and, for 2026, must have applied for CAPO’s Basic Income Support for Sustainability (BISS) scheme. Those who have not applied for BISS must have submitted a crop declaration under the Department of Agriculture’s Risk Management Scheme.

Applicants who do not fall into these categories must obtain confirmation from the Department of Agriculture, based on available official information or databases, that they carried out professional agricultural activity in 2026.

Applications must be submitted by the deadline, together with the legal tax invoices and supporting documents specified in the application.

Invoice requirements

Invoices must have been issued in the applicant’s name by fertiliser importers or resellers between 1 June and 31 October 2026. They must be paid in full by the time the application is submitted and accompanied by proof of payment.

Invoices must relate to eligible fertilisers and must not have been issued between applicants to the scheme.

Fertilisers excluded from the scheme

According to the announcement, fertilisers registered in the Department of Agriculture’s Register of Fertilisers under the categories of chemical fertilisers (simple, mixed or compound, enriched, enhanced and secondary), as well as trace-element preparations, foliar fertilisers and organic fertilisers, are not eligible. Products in the “Special Preparations”category are also ineligible.

How and when to apply

Applications for both schemes will be received at the District Agricultural Offices of the Department of Agriculture during the first two weeks of November 2026. The exact dates will be announced at a later time.
