What Changes for Learner Riders From July 1

Learner permits for all motorcycle categories will be limited to supervised training, official tests and authorised driving by state services.

 

Changes to the rules for learner motorcycle riders will take effect on July 1, 2026, limiting when and how holders of learner permits may ride on roads or in public spaces.

The Department of Road Transport said learner riders in all motorcycle categories will no longer be allowed to use a learner permit for general riding. From July 1, riding will be permitted only for training purposes and under the supervision of a licensed driving instructor, who must be travelling in another vehicle of the same category.

The same restriction will apply during a practical test for the purpose of obtaining a certificate of competence.

Learner riders will also be allowed to drive as part of authorised training involving educational vehicles used by the Police, Fire Service or National Guard.

In all permitted cases, riders must wear the required protective equipment.

The changes are being introduced under the Driving Licence Law, N. 94(I)/2001, while the required protective equipment is set out in Article 16 of the law.

The department also announced that, from July 1, 2026, learner driving licences for all vehicle categories will be valid for two years.

The Department of Road Transport urged learner licence holders who wish to obtain a full driving licence to arrange their driving test in good time.
