A major development for the Cyprus-Greece electricity interconnection project was marked on Friday with the publication in the Official Gazette of the Republic of decisions 302 and 303/2025 by the Cyprus Energy Regulatory Authority (CERA). The decisions formally transfer to ADMIE (Independent Power Transmission Operator of Greece) the Line Ownership Licence and the Line Management Licence, which until now belonged to EuroAsia Interconnector Ltd.
The move comes immediately after Thursday’s meeting in Athens between Cyprus Energy Minister George Papanastasiou and his Greek counterpart Stavros Papastavrou, attended by Cyprus’ Ambassador to Greece Stavros Avgoustides and Greek Deputy Minister for Environment and Energy Nikos Tsafos. The meeting was described as constructive and cooperative, aimed at accelerating the project’s implementation and resolving all outstanding issues.
According to the joint understanding reached, the new phase will focus on addressing all remaining geopolitical, financial, and technical matters, to ensure a unified front and eliminate previous reservations surrounding the project.
On the techno-economic front, in addition to the transfer of ownership and management licences to ADMIE, discussions include CERA’s pending decision on usage fees for the interconnector, intended to grant ADMIE the approved revenue of €25 million for 2025, and the recognition of total investment costs, as only €82 million out of a total €250 million has been approved so far.
Also pending are a joint CERA-RAAEY decision on the project’s operating expenses (opex) for 2025, and the approval of €19 million paid by ADMIE to cover demurrage costs for Nexans’ research vessels.
Both sides are set to meet again next Tuesday, in Brussels, with EU Commissioner for Energy Dan Jørgensen, in an effort to secure continued European support for the strategic electricity interconnection project.
