Energy, Security and Budget Talks Dominate EU Council in Cyprus

Leaders to weigh defence clause, regional tensions and long-term EU budget.

Energy security, regional developments and the European Union’s long-term budget will dominate discussions at this week’s Informal European Council in Cyprus, President Nikos Christodoulides said on Tuesday.

Speaking at the start of a Cabinet meeting, the President described the gathering as particularly significant, noting it is the first European Council hosted in Cyprus since the country’s accession to the EU in 2004.

He said leaders will focus on developments in the region and their broader implications, while the President of the European Commission is expected to present a package of measures aimed at addressing the energy crisis and rising costs.

Christodoulides added that, for the first time at European Council level, discussions will include the possible activation of Article 42.7 of the EU Treaty, which relates to mutual defence, along with its operational framework.

The EU’s Multiannual Financial Framework for 2028–2034 will also be on the agenda. He said technical preparatory work has been completed, with political direction now expected from leaders, aiming to present a mature negotiating package with specific figures by June.

In parallel, Cyprus will host a meeting with regional leaders, including representatives from Egypt, Jordan and Lebanon, to discuss both current developments and ways to strengthen strategic cooperation.

The President also said the Cabinet is expected to approve pharmaceutical aid to Lebanon worth €500,000, following a request by the country’s President. This would be in addition to approximately €1 million in financial assistance already provided.
