Greece And Cyprus Boost Civil Protection Cooperation Through ACT4ALL

Greece and Cyprus align frameworks and practices to improve joint emergency response.

Greece and Cyprus are stepping up cooperation in civil protection through the ACT4ALL project, with a focus on strengthening operational readiness, enhancing coordination and promoting the exchange of expertise, particularly in supporting volunteer structures.

Two cross-border workshops held in Larnaca on April 2-3 brought together stakeholders from both countries under the INTERREG Greece-Cyprus programme.

According to the Interior Ministry, the project is being implemented by a consortium that includes Heraklion Development Agency, the Region of Crete, the Larnaca and Famagusta Districts Development Agency, and Cyprus Civil Defence. The workshops were organised by ANETEL with the participation of all partners.

Focus on inclusive crisis management

The ministry said the initiative places particular emphasis on key aspects of crisis management, including the protection and management of animals, as well as the safe support of people with disabilities.

This approach aims to promote a more inclusive and comprehensive civil protection framework, ensuring that vulnerable groups are better considered in emergency planning and response.

Building resilience and future action

The outcomes of the workshops are expected to be used in future actions under the project, contributing to improved preparedness and strengthening the resilience of local communities in the face of natural and man-made crises.

Officials described the meetings as an important step towards shaping a common framework for cooperation among civil protection authorities, local government bodies and volunteer organisations in both countries.

A delegation from Greece, made up of volunteers and civil protection officials, also took part in the workshops.

Exchange of practices and policy alignment

“The presence of the delegation strengthened the cross-border character of the activities and contributed meaningfully to the exchange of experience, know-how and best practices, as well as to building stronger cooperation ties,” the ministry said.

During the first workshop, participants were introduced to ACT4ALL project actions and initiatives by active volunteer groups, creating a platform for sharing experience and good practices.

The second workshop focused on comparing civil protection frameworks in Greece and Cyprus, highlighting similarities, differences and areas where closer alignment is possible. Particular attention was given to the need for inclusive policies addressing both people with disabilities and animal management in emergency situations.
