Entire Cyprus Designated ‘Further Restricted Zone’ Over Foot-and-Mouth Disease – Halloumi Exempt

The entire territory of the Republic of Cyprus has now been designated a “further restricted zone” for foot-and-mouth disease, following an implementing decision by the European Commission aimed at protecting the European market and limiting the spread of the disease.

Decision (EU) 2026/582, issued on 11 March 2026, replaces the previous temporary decision and updates the measures applied in Cyprus after new outbreaks of the disease were confirmed in the Larnaca district between 21 February and 4 March 2026.

Under the new framework, protection and surveillance zones with radii of three and ten kilometres respectively are established around a total of 33 confirmed outbreaks of foot-and-mouth disease.

At the same time, the remainder of the territory of the Republic of Cyprus is defined as a “further restricted zone”, with the measures set to remain in force at least until 1 May 2026.

The restrictions concern the export and movement of live animals and fresh animal products. Processed dairy products, such as halloumi, may continue to be produced and traded under specific health conditions.
